The first player to connect on a fresh server becomes the owner automatically. Subsequent admin appointments use the in-game /op command:

/op PlayerName
/deop PlayerName
/role list                   List roles
/role grant PlayerName admin
/whitelist on
/whitelist add PlayerName

Open in-game chat with T and type these commands as owner or admin.
